Elias “Louie” Mossos began his career in public service over 20 years ago, serving as Assistant Counsel to the Speaker of the Illinois House of Representatives and later as an Assistant Attorney General. He then served as Senior Legal Counsel and Assistant Parliamentarian to the Illinois Senate President. Louie’s experience working in both chambers of the Illinois Legislature has granted him a unique experience and insight on a broad range of issues including education, gaming, energy, technology and AI, healthcare, utilities, economic development, and state budgeting.

Louie has been a primary author of several major Illinois laws, including the Freedom of Information Act, Illinois Power Agency Act, Cemetery Oversight Act, Cable and Video Competition Law of 2007, Cable and Video Customer Protection Law, and Common Interest Community Association Act. He served as the Senate’s FOIA Officer, co-authored the first IICLE publication on FOIA, and frequently lectures on transparency and public records law.

After the legislature, Louie spent 12 years at a leading global lobbying/law firm, advising Fortune 500 companies, trade associations, and local governments on complex policy, budget, and regulatory issues. Over his legal career, Louie has represented elected officials in election matters, has served as a Special Assistant Attorney General in federal court, and litigated complex cases involving energy, telecommunications, water, and utility regulation. 

Today, Louie leverages his deep knowledge of Illinois government to help clients cut through bureaucracy, navigate regulatory challenges, and shape policy. 

Louie holds a bachelor’s degree in communications from Loyola University Chicago and he attended The John Marshall Law School, where he received his law degree and a Master of Laws degree, with honors, in international business and trade law.
