About

Paul has been active in the General Assembly since 1975, with experience spanning almost every major legislative issue to come before the Illinois Legislature during his lengthy career. From electric deregulation to school reform, telecommunications to credit regulations and banking, Paul has played a significant role influencing government in Illinois.

As a member of the Illinois General Assembly, Paul represented the 24th House Representative District from 1987 until 1992. During his tenure, Paul served as Assistant House Democratic Floor Leader and was the principal sponsor and force for passage behind the judicial subcircuit bill that created 15 new judicial subcircuits in Cook County. Chicago Magazine named Paul one of the “Ten Best Legislators in Illinois.”

Paul serves as Chairman of the Board of the Illinois Legislative Black Caucus Foundation, providing scholarships for deserving Illinois students. He is also Chairman of the Board of the Beloved Community Family Wellness Center, a federally qualified health center that provides primary health care services to the greater Englewood Community in Chicago. In addition, Paul is a member of the FROGS fraternal order of African American businessmen and civic leaders, a member of the Business & Industry Federation of Economic Concern, and a Sunday school instructor at Carter Temple CME Church.

Paul holds a bachelor’s degree from Chicago State University, a master’s degree in political studies from the University of Illinois at Springfield, and a law degree from DePaul University College of Law.

He also served as a former Speaker of the Illinois Third House.
